This dwells a bit on the EVE side of things, but describes how game integration could be massively stepped up in a way that EVE and DUST players alike would care. Or at least, this is part of it. EVE players needing (or badly wanting) DUST is one part. Ensuring orbital support is a competitive and powerful methodology, as well as the ability for money to change hands between the two games is very important to having DUST care about having EVE support.
Planets and Alliance Income
EVE alliances currently rely on moons (R64 minerals, specifically) as their primary source of income. I propose that the main income source be shifted to planets. Each district would offer income possibility, making systems with more planets, and planets with more districts, increasingly valuable. Districts are customizeable over time, purchased and constructed upgrades determine the type and amount of materials generated (as well as the terrain and sockets fought on that district). It takes many months to raise the profitable potential of a district.
Additionally, an alliance currently in control of the system can deploy a planetary shield grid: A network of deployable structures surrounding the planet which defend the planet from massive orbital strikes. It doesn't block vessel movement, nor does it defend against smaller attacks which can be fired from inside the shield. Planetary shield grid components use a strontium-based reinforcement system similar to POS towers.
Taking Sovereignty
Sovereignty needs to change from a switch-flip to a percentage-based system. System sovereignty is determined by the alliance with the largest percentage of control over the system. This includes stations, planets, other infrastructure, and POSes (to a lesser degree), as well as, potentially, live average activity within a system. Certain types of anchorable structures require that you currently hold sovereignty, and some do not.
It should be possible for an enemy faction or alliance to start to build out in a corner of unattended or poorly defended space with a gradual take over. Alliances wishing to protect their sovereignty must be vigilant if they wish to keep their borders untarnished.
Taking control over planets comes in two flavors: TAKE IT and BURN IT
TAKE IT: Boots on the Ground
By deploying mercenaries to districts, you can capture them during scheduled vulnerability windows, with mercenaries notified of the attack with at least 24 hours of advance notice. Three sequential matches, with a short intermission between each, determines the victor.
Once a district is captured, it's existing structures are yours to control. There may be minimal damage caused by the ferocity of battle, but it should be negligible.
BURN IT: Doomsday Has Come
By destroying an enemy alliance's planetary shield grid, you can open a planet up to the most devastating attacks known to mankind: Titan Doomsdays. With a planet's defenses down, a Titan can make short work of any district they see fit to eradicate.
An eradicated district is immediately and efficiently captured without the work of DUST teams. However, the Titan blast destroys everything in it's path, leaving behind only a smoking crater. It will take you months to restore the capabilities of the district to it's former glory. The land is yours, but the land is all you have. |

I was putting the planetary shield structure as an orbital construct. The reason for this is that CCP wants DUST support to be optional for EVE players. So taking down the shield and hitting a district with an orbital is a way that EVE players can take a planet without DUST.
However taking a district that way dramatically reduces the amount of profit they can make off the planet in the short term, making it vastly ideal to use DUST teams to take the districts instead. |

Indeed. Though feasibly, it'd be difficult for a DUST group to take and hold sovereignty in a system, due to space objects. But they could claim individual districts nonetheless, and profit off of them. I imagine DUST groups not affiliated with EVE groups will probably stay in lowsec space though, largely. |
